Yes. You can Create a Listing Property Without EPC Certificate as "EPC not Required" By choosing EPC Rating . But In That Case You have to select "Reason-EPC NOT required ". You can Also Choose "EPC Rating " later on By Selecting Editing the Listing property in Menu(At left)--Listing page.
